Việc nâng cao kiến thức về quản lý và lập kế hoạch cho các cán bộ quản lý y tế tuyến tỉnh, huyện là rất cần thiết và góp phần đáng kể vào việc nâng cao hiệu quả dịch vụ chăm sóc sức khỏe cho người dân. Để xây dựng chương trình và nội dung đào đạo phù hợp với nhu cầu thực tiễn, dự án “Hỗ trợ chính sách khám chữa bệnh (KCB) cho người nghèo” do Chính phủ Luxembourg tài trợ tiến hành thực hiện đánh giá nhu cầu đào của cán bộ quản lý tuyến tỉnh, huyện tại 2 tỉnh Cao Bằng, Bắc Kạn. Kết quả nghiên cứu cho thấy hiện tại vẫn có khoảng cách khá lớn giữa kiến thức, kỹ năng về quản lý so với nhu cầu cần thiết của công việc. Một trong những lý do cơ bản là tỷ lệ cán bộ được tham gia khóa đào tạo về quản lý còn thấp, còn lại gần 3/4 cán bộ quản lý chưa được tham gia bất cứ khóa đào tạo nào về quản lý. Năm lĩnh vực có nhu cầu được đào tạo nhiều nhất là: Lập kế hoạch y tế; Quản lý tài chính y tế; Kinh tế y tế và BHYT; Quản lý nhân lực y tế; Quản lý chất lượng.

SUMMARY

Improvement of management knowledge and skill for the health managers at provincial and district level is essential to contribute significantly to increase the efficiency of health care service provision. With the aim of developing training programs appropriate to the real needs, the project "Support to the health care policy for the poor” funded by the Luxembourg Government conducted training needs assessment of staff management of provincial and district levels in two provinces of Cao Bang, Bac Kan. Study findings show that there are still big gap between the current management knowledge/skill and working need required. One of the reasons is the low rate of health managers attended management training courses, remaining nearly three-quarters managers are not involved any kind of training program for managers. Five areas are in the greatest need of training are: health planning, financial management, health economics and health insurance, Humance resource management; Quality management.
